Following wired at request of E. G. Hillier :---
Peking, June 17, 1907.
"British Consul concurs it is very important that Hong Kong and Shanghae Bank, Banque de l'Indo-Chine (Paris) negotiate on behalf of single Company. We have strong reason recommend name Central Yang-tsze Company to be registered British Company representing all interests concerned.
"In the event of Viceroy of Hankow pressing for Japanese contract 40 lacs taels, we suggest loan increase amount to 1,500,000l., allowing preference to Japanese The reason is contract for work up to 500,0001., to be paid for from proceeds of loan.
we think it is very undesirable allow Japanese re-establish direct financial relations with Viceroy of Hankow.
"With regard to British engineer, British Consul strongly recommends authorize E. G. Hillier agree to 'more' (?), favourably known by Viceroy of Hankow. British Consul information can be obtained from Colonel Yorke, Board of Trade. It would facilitate negotiations this clause."
